Quick Thunderstorm prebuff question

Hi guys, does anyone happen to know, how +skills, +lightning damage, -enemy lightning damage and say bonus from lightning mastery works with thunderstorm? What does apply when casting it and what when it actually hits? I was not able to find it anywhere, maybe you remember a guide or something, you can nudge my google-fu with a phrase ... thank you in advance!

Skill level applied when cast, which affects base lightning damage, strike interval and duration.

Higher level will overwrite lower level, but not vice versa. Equal level will reset duration.

If no skill point is invested, will only remain active while equipping an item supplying it as a skill bonus: removing the item will deactivate it, and it will remain deactivated until cast again, even if the item is equipped again.

Lightning Mastery and other +% Lightning Skill Damage applies to strikes as they happen.

I'm assuming -Enemy Lightning Res applies to on strike as well.
