Knockback from items is not allowed unless used in conjuction with skills that knockback.

Can someone please elaborate on the above quotation?

Does that mean I can use "Leap" to close the distance between me and an opponent and then quickly switch to "Whirlwind" and spin through them with two Axes which are socketed with Nef Runes?

No, because WW does not have knockback as one of it's effects. If you were using charge, for example, you would be allowed knockback in your equipment. In other words if your equipment has knockback the skill your using must knock people back as well
