I hope that it can run the WSK and baal at p8 at around lvl 85-90.
I think the biggest problem with this idea is that necro's skills just don't match up particularly well for the task - at least, they don't match up that well on /players8.
For example, CorpseExplosion is super-powerful on /players1, so all you really need is the ability to get that first corpse quickly (not that hard on /players1, but a little more difficult on /players8). But even if you can get a quick corpse or two on p8, CorpseExplosion's damage doesn't scale so it's relegated to more of a supplimental-damage skill anyways - you'll need something else strong enough to make corpses fairly well.
Likewise, in WSK you'll be facing poison immunes quite regularly, so your kill speed with those skills will slow quite a bit (at times). Sure you can use the LR curse to break most/all of those poison immunities, and items like Tal's Set, Death's Web and Rainbow Facets mean you can do ok (or better) against what's left... but on /players8 monsters have such high life that with the way poison works, once again, you won't be an especially quick killer.
After that there's the bone skills - but if you plug some numbers into a skills calculator you'll see that you're looking at 3-4k damage from your main spells, assuming you have pretty strong gear. On /players8, that low of damage really isn't going to mow monsters down very well.
So, aside from teleporting/minion-stacking, I don't really see how you'll get your damage numbers up to be up to the task of handling /players8 at a reasonable speed.
One of the SPFers took a summon/CE necro to level 99, and he was doing ~4 minute Baal runs on /players8 with about the best gear imaginable. And I think a non-teleporting/non-summoner will be even slower. But even if you're optimistic and plan on having that 4 minutes as your baseline speed with the necro, the fastest runners from most other classes are still about 60-90 seconds faster per run.
If you're just looking to make a casual and fun-to-play runner, then I think it could work well enough - just pick whichever poison/bone build seems more appealing to you. You might not be fast about it, but you might find it very enjoyable - and 'enjoyable' is a pretty important thing to keep in mind too (this being a game and all
