Is this worth upgrading ?

Got this spear from Hell Cows ! It misses LL/IAS/Etherality but to have high Cruel and Fools Prefix must be good ! Which character can use this ? Except Act 2 Merc of course !

+2 max damage (based on character level)
add 4-7 damage

i dont think its a keeper, Bonehew is far better and quite cheap.
