Although I have tried four times now, and it doesn't work, why?
I join party, stand in town and someone kills baal, the quest log says, "kill baal's minoins" and "kill baal", but when he dies it says "you connot complete this quest in this game"...

Whenever the quest log comes up, check it for each time it pops up, just to make sure it isnt messing with you, then after they kill Baal, talk to Malah and she should say something, if not then, just keep trying it shoudl work, I have a lvl18 Frost LLD pally in Hell mode right now.. and he 'owns the zon' ;D

You'll need someone in the throne room that hasn't completed the quest when baal dies, otherwise you will always get "cannot complete". If the only people that are in the chamber are people who have already completed the quest, your level 1 character won't get credit.

Talking to Malah doesn't do anything except for ginving you NPC talk.
You can quit the game the second the quest is completed.
