HC creation question

Ok, so I reinstalled and found that bots pretty much flood public games and everyone is a complete ****ing ****, like its always been. So I am going to ask my question here. I read in the patch notes that HC char restrictions have been removed, but I still do not see an option to create a HC character. Do I have to beat normal mode?

until the patch is actually released, this should only work on the PTR servers.

There's a registry entry you can change to automatically enable hardcore so you won't have to play normal. It should be in one of the FAQs or guides on the board.
