what lvl do i have to be to gamble/shop for elite weapons and armor? like monarchs and myrmidon greaves. (for crafting)

you can't shop for monarchs

Since Myrmidon Greaves have qlvl=85, you need to be level 80+ to shop them.

the higher lvl you are the better.

formula to calculate your chance to get the item you want:

Exceptional:
pV = max{0%, (ilvl ? qlvlV) * 0.9% + 1%}

Elite:
pE = max{0%, (ilvl ? qlvlE) * 0.33% + 1%}

pE/pV = probability
ilvl = clvl (-5 to +4)
qlvl = quality-lvl of base item to be generated (i.e. 33 for Demonhide gloves)
