At what level does claw block reach 60% chance to block?

Battle.net only shows skills up to 20, but claw block reaches 60% beyond 20, does anybody know what level this is at?

Speaking of which. The 1.10 FAQ states the chance to block does not change while running, but the sticky states it does not work at all.

Neither, but the sticky is closest. Claw Block does not function at all while MOVING, whether walking or running. It only works while attacking or standing still.

As a note: Whirlwind counts as "attacking" rather than moving, so you will still Claw Block while Whirling. You'll also claw block while Teleporting.

I was wondering about this. Do Barbs also block when they are using a shield and ww'ing? Or is that only a feature of claw block while ww'ing?

Yes, as SSoG said Whirlwind is an attack, you're not considered to be moving during one. So you get full block (with a shield), a working claw block (with two claws equipped) and all ar-reliant hits go through the chance to hit formula.
