She has just equipped a Flickerform Legendary Helm which has an effect alters how a specific skill will work. In this case, it changes Teleport to work on a cooldown basis to "Teleport moves you to a random location at cost 10 Mana instead of having a cooldown." So no cooldown, not targetting when she lands but instead a random destination but with no cooldown.
