I keep hearing conflicting voices on this. Has it? Or if it hasn't, when is it going to?

I've played a few nights on the new ladder.
Yes, it has reseted.

Yessum, the new ladder has begun, and i'm a little scared thinkin about how many hours people play on end to get a character to level 85 in 4 days, without baal runs and the like

there are baal runs. Just not as many as before.

as for leveling up to 85 there's other places other then baal runs where you can lvl up as well.
